Contract to Hire
Provides technical hands on support via the infrastructure or application vendor to transform, implement, support and improve all corporate wide systems. Responsible for the monitoring, capacity planning and management, problem management oversight and protection of the production environment. Works with management and vendors in business planning and integration of additional resources. Assists in evaluation studies, and plans/develops systems designs. Focus is enterprise capacity planning and management of all infrastructure and applications. This includes all three key components: business capacity management, service capacity management, and component capacity management. It also comprises of a Centralized Management Information System (CMIS) to consolidate, trend, and forecast capacity information.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Responsible for hands-on day-to-day performance monitoring of the vendor for all production support, capacity planning/ management, networking, and production availability related matters.
Reviews problem reports and unusual incidents. Performs investigations, analyses and evaluations to determine product support issues if vendor cannot resolve.
Act as liaison between customer and vendor, providing ensuring updates and status reporting.
Provides expertise to troubleshoot more complicated technical requests by production support staff, including those pertaining to capacity on network (data and voice), VMS, UNIX servers, Wintel servers, Virtual Machines (VMs), databases (SQL, Oracle, MySQL, RDB), Storage, Backup and Recovery.
Performs quarterly health checks, and provide vendor oversight on remediation of audit findings
Configure and manage Splunk, including installation, data inputs and forwarder configuration, data management, user accounts, licenses, distributed search, and basic monitoring and troubleshooting.
Maintains the Splunk SoftWare and it’s infrastructure for optimal performance
Adds data sources to the Splunk platform according to Power User needs
Assist power users with the development of advanced dashboards, alerting and reporting

Participates and reviews the design of the installation and testing of new production support systems. Reviews and approves vendor analyses of changing system processing demands.
Reviews and approves technical architecture for new network technology strategies and plans related to configuration, upgrades, performance and capacity to ensure systems meet performance level and interoperability requirements. Participates and reviews the design of the installation and testing of all new network systems.
Communicates enhancement production projects/tasks designs, schedules and status to appropriate team, systems management and users.
Reviews and approves IT equipment. Recommends systems design changes and vendor cost estimates of cabling infrastructure.
Provides staff development and mentoring.
Responsible for monitoring Software/Application and Operating systems, currency, upgrades, address and manage auditing finding associated with versioning and patching standards.
Creates project briefs, manages and reports on in flight projects required to ensure that all systems are on their established version or patching versions in order to be compliant and supported by vendors.
Bachelor’s Degree in Computer Science or related technical field
ITIL v3 Certification
Capacity Planning/Management Certification preferred
Splunk Administration certification or willingness to immediately take courses to certify.
Seven to ten years’ experience in systems design and/or programming, configuration work or managing various systems in a multi-platform environment
Minimum of 5 years of experience in capacity planning and management experience with at least
3 years in a production support role with focus on monitoring, trending, forecasting, log analyzer
Tools such as Splunk, Elk Stack, SaaS Analyzers (Sumo Logic, Loggly, Splunk > Storm), Open
Source Analyzers (Logstash, GrayLog2), etc.
3+ years’ experience as Splunk System Administrator.
Advanced experience in complex IT operational environments in various aspects of design, engineering, analysis, testing, troubleshooting, performance tuning, and ongoing support
Minimum four years implementation experience in Wintel, UNIX, databases, MiddleWare, Voice and Data network, storage including backup and recovery, monitoring and problem resolution/isolation preferred.
Two years of experience with Cisco routers, switches, and access devices
4 years of experience with IT protocol and standards
Any combination of academic education, professional training or work experience, which demonstrates the ability to perform the duties of the position

Knowledge and skills in managing enterprise capacity with demonstrated ability in the full cycles of business, service, and component capacity management processes.
Knowledge and/or experience on OpenVMS and mainframe a plus.
Knowledge and experience on various capacity monitoring tools such as Server Resource
Manager (SRM), Tivoli Server Manager (TSM), CA Performance Manager, Resource
Management Facility (RMF) (IBM z/OS)/Service Management Facility (SMF) (Solaris), Type 30
System Management Facility (SF), T4 (Total Timeline Tracking Tool) (OpenVMS), RV Tools
(VMWare), vSphere Client, Oracle Enterprise Manager (OEM), Network Quality of Service
(NetQOS), and other similar tools.
Understanding of capacity data provided by the above tools to evaluate capacity health of the environments, recommend remediation, and helps perform real-time troubleshooting.
Demonstrated experience in developing and using automation scripts using various scripting languages including Python, PowerShell, SQL, and Linux shell scripts.
Understanding of applications performance metrics and co-relate such to capacity requirements to ascertain capacity supports optimum application performance.
Knowledge and experience with capacity and/or performance modeling to extrapolate future needs based on current and future business demands.
Certifications: ITIL v3 Certification strongly preferred.
DoD contractor security clearance desirable.
Familiarity with the following IT focuses: Configuration Management, Asset Management, SDLC,
